Kenya Power Endorses Street Lighting Levy Proposal to Boost Infrastructure

Kenya Power and Lighting Company (KPLC) has expressed support for a proposal to introduce a special levy aimed at funding street lighting projects across the country. The proposed Street Lighting Infrastructural Support Levy (SLISL) would be charged to electricity consumers and is expected to enhance lighting infrastructure in all 47 counties. The utility firm believes the move could significantly improve public safety and support round-the-clock economic activity.

 

KPLC Managing Director Joseph Siror stated that the levy should be capped at under 10 cents per kilowatt-hour to avoid burdening consumers with higher electricity costs. He emphasized the importance of keeping energy prices stable while creating a sustainable financing model for street lighting. According to Siror, the levy would provide a long-term solution to infrastructure gaps that have persisted due to underfunding and billing disputes with county governments.

 

KPLC stated that a dedicated levy would ensure steady funding for the installation and maintenance of lights, reducing the friction over unpaid debts and allowing smoother coordination with local governments. Beyond infrastructure and finance, Kenya Power believes the levy could help drive economic growth, in addition to supporting infrastructure and financial needs. By improving lighting in both urban and rural areas, the utility projects that small businesses could extend operating hours, local security would be enhanced, and job creation opportunities would expand. If passed into law, the SLISL would mark a significant shift in how the country funds and manages its public lighting systems.
