Kenya: Siaya Secures Multi-Billion Shilling Infrastructure Deal in Orengo-Ruto Partnership

Posted on : Tuesday , 1st July 2025

Siaya County is set to see significant infrastructure development thanks to a new partnership between Governor James Orengo and President William Ruto. This collaboration was forged at a pivotal State House meeting that included delegates from all six of Siaya's constituencies. The focus is on boosting the county's economy through various projects.

The national government is committing significant funds to boost Siaya's infrastructure. This includes an allocation of Sh600 million for upgrades to Usenge Pier and its port facilities, alongside Sh400 million for a new, modern fish market. Additionally, a substantial Sh2.5 billion will fund the construction of 16 new markets throughout the county. To improve connectivity, Sh1.6 billion is designated for a program to bring electricity to 16,000 households. Finally, the government plans to expand Odera Akang'o University and revitalize stalled infrastructure projects at Jaramogi Oginga Odinga University of Science and Technology.

Local leaders have outlined specific infrastructure priorities for their constituencies. In Rarieda, the focus is on upgrading key roads such as the Wang'arot-Kalandini and Luanda Kotieno Roads, and finishing the Lake Victoria Ring Road. Ugenya aims to improve infrastructure through the Got Nanga-Bar Ober Road upgrade and the Ugunja-Sega-Ukwala Water Project. Ugunja leaders are calling for the modernization of the Ugunja Ring Road, the dualing of the Ugunja Highway, and the construction of student hostels for KMTC students. For Gem, improvements to the Bar Kalare-Siala, Yala-Anyiko-Butere, and Kodiaga-Sirembe-Rabango-Ratuoro roads are emphasized, along with building student hostels in Gombe, Yala, and Wagai. The Bondo delegation has proposed completing the Goye Bridge and upgrading major highways like the Bondo-Uyawi-Nango-Liunda Beach Road and the Migwena Airstrip Road, in addition to dualing the Bondo ACK-Kisumu-Usenge road. Finally, Alego Usonga has proposed a phased expansion of Jaramogi Oginga Odinga Stadium into a sports complex, and requested support for hostels at the Siaya Institute of Technology and the expansion of the County Aggregation and Industrial Park.

Governor Orengo expressed gratitude for these commitments, acknowledging the efforts of both President Ruto and former Prime Minister Raila Odinga in fostering this cooperation. President Ruto, in turn, welcomed Orengo's engagement, emphasizing his vision for a broad-based government committed to driving development and national unity across Kenya.
