Govt. establishes clusters to strengthen human resource for health in counties

 The Human Resource for Health Interagency Coordinating Committee (HRH-ICC) has established nine county clusters to address the human capital challenges in the country.

More than 12,500 Health workers have been recruited by the county governments 26% of the overall target of 48,000 and 4,048 Community Health Extension Workers (CHEWS) to strengthen the county health services.
 
According to the Director of Medical Services, Dr. Jackson Kioko most counties have also increased budgetary allocation to recruit more health workers.
 
The DMS made the revelations on Tuesday on behalf of the Cabinet Secretary for Health Dr. Cleopa Mailu during the celebration to mark the USAID funded Human Resources for Health Capacity Bridge Project, implemented by Intra Health International.
 
The DMS revealed that the government has met its promise of better health for all Kenyans by consistently increasing funding to the health sector to support innovative approaches and projects such as the Sh38 billion Managed Equipment Services, Sh4.5 billion Free Maternity Services and Sh28 billion investments to reduce the burden of HIV, TB, and malaria among others.
 
‘’These investments must be matched by the requisite well trained human capital. This health workforce can only contribute meaningfully to the improvement of health outcomes if they are available, competent and evenly distributed across the country, within the set norms and standards,’’ the DMS observed.
 
At the Third Global Forum on Human Resources for Health (HRH) held in Recife, Brazil in November 2013, Kenya made five HRH commitments to the global community. These commitments are outlined in the Kenya’s Vision 2030, the Constitution of Kenya 2010, the Kenya Health Policy 2012–2030 and the Kenya Health Sector HR Strategy 2014-2018.
 
In June this year the CS presented Kenya progress HRH commitment to the World Health Assembly, to devolve the Human Resource for Health Interagency Coordinating Committee (HRH-ICC) to 47 Counties, recruit 12,000 health workers per year by 2017, recruit 40,000 community health extension workers to support community level health services and the one million community health worker campaign.
 
Others commitments were to increase spending in the Health Sector on HRH beyond staff salary and allowances and to Promote Public Private Partnership for Health Financing.
 
The DMS lauded the 30-month-old HRH Capacity Bridge Project for contracting 837 health workers and enabling transition of 547 to the county government payroll, thereby bridging the gap of health worker shortage.
He observed that ‘’for us to achieve our constitutional requirement, we must have skilled, equitably distributed and well managed health workforce across the country.’’
 
In driving the HRH agenda, the National and county governments’ have immensely benefited from consistent funding from the USAID and implementing partner Intra Health, with main focus on health worker recruitment, placement, and harmonization.
